House appropriators made progress this week on multiple individual spending bills for FY2026, while Senate appropriations leadership gave indications for action next week ahead of the August recess.

The House this week passed the Defense approprations bill through the full chamber, a bill that is easily the largest of the individual discretionary funding measures.

Three House subcommittees also passed their bills, including Interior-Environment, Commerce-Justice-Science, and State-Foreign Operations.

House Appropriations Chair Tom Cole (R-OK) this week acknowledged that the chamber will not pass all of its bills by the August recess, despite the original intention to do so. “Our schedule will take us into early September, which is something we wanted to try and avoid, but I think that’s where we’re at,” Cole said.

Meanwhile, two Senate appropriations subcommittees passed bills this week, including Military Construction-VA and Commerce-Justice-Science.

Senate appropriations leadership has said the intention is to pass a “minibus” package of a few appropriations bills on the floor next week. “I don’t know whether it would be two bills, three bills, or four bills,” but senators should pass a package before the August recess, Senate Appropriations Chair Susan Collins (R-ME) said yesterday.
