NCC this week joined a broad coalition of organizations representing essential critical infrastructure industries in sending a letter to congressional leadership in support of the SAFE to WORK ACT, S. 4317, which would ensure that businesses that made reasonable, good faith efforts to protect customers and employees from the spread of COVID-19 are protected from frivolous legal claims arising from events occurring at any point during this national emergency.

This week the House Appropriations Committee approved the FY2020 Agriculture, Rural Development, Food and Drug Administration, and Related Agencies bill on a vote of 29 to 21, sending it to the House floor for a vote in the coming weeks.

Senate Passes $19.1b Disaster Relief Bill

The Senate passed a $19.1 billion relief package, H.R. 2157, on Thursday by a vote of 85-8.  The plan would provide relief for US communities hit by Midwest floods, Hurricanes Florence and Michael and the California wildfires.

The Senate Committee on Agriculture, Nutrition and Forestry passed their version of the 2018 Farm Bill out of committee Wednesday. Unlike the House farm bill, the Senate version of the bill enjoyed bipartisan support, with a 20 to 1 vote in its favor. Senator Grassley (R-IA) was the lone “No” vote on the bill.

Senate Continues Tax Reform Debate

The Senate Budget Committee Tuesday passed S.1, known as the Tax Cuts and Jobs Act, by a party line, 12-11 vote.  The full chamber voted 52-48 Wednesday evening to begin debate Thursday morning, clearing the way for a full Senate vote late Friday or early Saturday morning.

CERCLA Air Emissions Reporting Requirements Delayed

The D.C. Circuit Court of Appeals granted on November 22 the Environmental Protection Agency’s motion to stay a mandate on reporting hazardous substances, delaying the reporting requirement until January 22, 2018.  No reporting is required until the D.C. Circuit Court of Appeals issues its order, or mandate, enforcing the court’s opinion of April 11, 2017. The court has not yet done this.
